Ukraine extends Paris visit for talks on security guarantees
Speaking at a press conference following the "Coalition of the Willing" summit, Zelenskyy said, "We have made significant progress with the American negotiating team in working on the documents." He noted that the main remaining challenge in the discussions concerns territorial issues.
"If the teams cannot resolve some issues, we can raise this issue to the level of leaders," he added, noting that separate meetings were planned with US special envoy Steve Witkoff and President Donald Trump's son-in-law Jared Kushner. Zelenskyy emphasized that Kyiv anticipates a signing in the “near future” and that any security guarantees must rest on legal obligations approved by the US Congress.
The discussions with the US team also prioritized monitoring mechanisms to prevent violations of a future ceasefire. "America is ready to work on this," Zelenskyy stated, highlighting that deterrence measures remain vital to avoid new Russian attacks.
Zelenskyy also shared on Telegram that military officials from Ukraine, France, and the UK had closely examined troop deployment numbers and identified the specific weapons needed for effective operations.
The formal declaration of intent was signed in Paris by Zelenskyy, French President Emmanuel Macron, and British Prime Minister Keir Starmer, outlining plans for multinational forces to assist in Ukraine’s defense, reconstruction, and long-term stability.
Describing the summit as the “most representative meeting” of the coalition, Zelenskyy noted its goal was to strengthen support for Ukraine’s military capabilities and political path toward peace. The gathering brought together 35 countries, led by France and the UK, that are prepared to deploy troops in the event of a ceasefire with Russia. A US delegation, including Witkoff and Kushner, also attended.
Discussions centered on providing security guarantees for Ukraine and determining how they would be implemented, building on preparatory talks held earlier in Kyiv among national security advisers.
